There's a ruined building north of the Pay 'n' Spray in Ocean Beach. Enter via the north and go to the south-east end. Go west up the collapsed ceiling until you reach the next floor level. Turn around. The balloon is in the south-east corner.
Rampage 22
Turn to the north from the previous position. The icon is on the floor to the north inside the building. Shoot 25 Sharks in 2 minutes. Head up the ramp to the roof of the building and pick off any targets from a safe distance. If you run out of visible targets drop down onto the street.
Balloon 64
Head north across the street from the ruined building and through the gap in the hedge. The balloon is under the balcony of one of the apartments to the west, just before you get to the next gap in the hedge going north.
Business 19
Takeover the nearest business to the east.
Balloon 65
Head west to the Medical Foundation just north of the marina, where the road bends east. The balloon is in the north-east corner of the building at the top of the stairs.
Balloon 66
Go south-west to the marina. The balloon is in a tree by the bend in the path by the water.

Takeover the nearest business to the north-east.
Balloon 67
Head to the road junction north of the hospital. Look right and up at the billboard hanging over the street. The balloon is under the billboard on the right-hand side.
